Indigenous Rising

Question- Do you personally believe that if a white person chooses to wear dreadlocks that it is cultural appropriation? Why or why not? (I'm asking a few people of different nationalities and skin colors to gather a (hopefully) representative answer to satisfy my genuine curiosity.)
