I understand about cultural appropriation but I had one question that I'm not sure of. My little cousin (6 yrs) loooves the Pocahontas disney movie and wants to be her for halloween. She's white/no native understanding whatsoever. Is it racist to let her dress as this specific character or is it acceptable because she's doing it to be the character and not just dressing up in whatever regalia my aunt/uncle find and saying 'I'm a Native American for halloween!'

It is cultural appropriation. Not only is it cultural appropriation but I find it to be extra offensive because Pocahontas was a real person who did a lot for her people.
