How is there institutionalized racism when many POC can go to college for free with shitty grades and just because they are mildly good at sports? What about the no discrimination act?

there is a difference between a sports scholarship and affirmative action. Affirmative action leaves some spots open for people of color who are qualified. Affirmative action has been set in place in attempt to limit the discrimination people of color experience when they apply to colleges and places of work.
