There are many ways to argue this, but basically it comes down to culture and blood. A non-Native (by blood) cannot change their blood to “become” Native American. Some may argue that without any Native blood one cannot be Native American. Others may argue that if you grew up in a Native culture then it would also be your culture as well. There were cases of Native Americans adopting African Americans and White people into their tribes, but to my knowledge that did not occur very often. There are so many beliefs on this subject, some arguments I didn’t even list, and I cannot speak for everyone.
