Takingbackthenativetag has expressed on their blog awhile ago that arrowheads are seen almost as bullets, overall just a violent item to be wearing. In Central Oregon you're supposed to leave artifacts where they are, unless they are in a spot like a road where they can get damaged, then it's fine to move it elsewhere. It's gross how people take stuff away from the land. Sorry you're experiencing this shit still.
I would suggest that if anyone finds an artifact leave it be or return it to a nearby tribe.
